I'm not sure how to avoid that [a PSA] entirely in fiction about AIDS if you're not Tony Kushner (though I would be fascinated if people have recs or thoughts about this)
Have you seen 120 BPM? A French movie that came out a couple of years ago. It's a slightly different time period (the early 1990s, IIRC). Political but not didactic, and also romantic. It's about a Paris chapter of an Act Up group and spends a lot of time on their discussions/arguments as well as their public actions. Not a particularly diverse cast, but I highly recommend it.
